ಬೆಂಗಳೂರು ಅಭೂತಪೂರ್ವ ನೀರಿನ ಕೊರತೆ ಅನುಭವಿಸ್ತಾ ಇದೆ. ನಾನು 20 ವರ್ಷಗಳಿಂದ ನೋಡಿರುವ ಬೆಂಗಳೂರು ಇದಲ್ಲ. ಇದು ಯಾಕೆ ಅಂತ ಕೇಳೋಕೆ ಮುಂಚೆ ಒಂದಷ್ಟು ಪ್ರಶ್ನೆಗಳನ್ನು ಕೇಳ್ತಿನಿ. ನೀವು ಧರ್ಮಾಂಬುಧಿಕೆರೆಯ ಹೆಸರನ್ನುಕೇಳಿದ್ದೀರಾ? ನಿಮ್ಮ ಮನೆಯಲ್ಲಿ ಯಾರಿಗಾದರೂ ಗೊತ್ತಿದೆಯೇ ಕೇಳಿ..!? ಅಥವಾನಿಮ್ಮಸ್ನೇಹಿತರಿಗೆತಿಳಿದಿದೆಯೇಎಂದುಕೇಳಿ. ಹೋಗಲಿಬಿಡಿ. ನಿಮಗೆ ಮೆಜೆಸ್ಟಿಕ್ ಬಸ್ ನಿಲ್ದಾಣದ ಬಗ್ಗೆ ಗೊತ್ತಿರಬೇಕಲ್ಲಾ,ಹಾ!ನಿಮ್ಮ ಮನಸಿಗೆ ಬಂತಾ?, ನಾನು ಮೊದಲು ಕೇಳಿದ ಧರ್ಮಾಂಬುಧಿ ಕೆರೆಯ ಮೇಲೆ ಇವತ್ತು ಬೃಹತ್ತಾದ ಮೆಜೆಸ್ಟಿಕ್ ಬಸ್ ನಿಲ್ದಾಣ ತಲೆ ಎತ್ತಿದೆ. ಓಹ್! ಆಶ್ಚರ್ಯವಾಯಿತೇ? ಅಂದಹಾಗೆ, ನಮ್ಮ ಬಿಡಿಎ ಲೇಔಟ್‌ಗಳು ಗೊತ್ತಿರಬೇಕಲ್ಲ ನಿಮಗೆ, ಹಾ! ಅದೇ, ನೀವು ಯೋಚಿಸಿದ್ದೆ ಹೌದು. ಈ ಬಿಡಿಎ ಲೇಔಟ್‌ಗಳು ಯಾವ ಕೆರೆಯನ್ನು ನುಂಗ್ಗಿದ್ದಾವೆ ಗೊತ್ತಾ? ಬನ್ನಿ, ನೋಡೋಣ… ನಮ್ಮ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಹಿಂದೊಮ್ಮೆ ಸುಮಾರು 261 ಕ್ಕೂ ಹೆಚ್ಚು ಕೆರೆಗಳಿದ್ದವು. ಇವುಗಳಲ್ಲಿ ಹಲವಾರು ಕೆರೆಗಳನ್ನು ಈಗಾಗಲೇ ಮುಚ್ಚಲಾಗಿದೆ. 1. ಶೂಲಯ ಕೆರೆಯನ್ನು ಮುಚ್ಚಿ ಫುಟ್ಬಾಲ್ ಕ್ರೀಡಾಂಗಣವನ್ನು ಕಟ್ಟಲಾಗಿದೆ. 2. ಅಕ್ಕಿ ತಿಮ್ಮನಹಳ್ಳಿ ಕೆರೆ ನೆಲಸಮ ಮಾಡಿ ಅದರ ಮೇಲೆ ಹಾಕಿ ಕ್ರೀಡಾಂಗಣ ನಿರ್ಮಾಣ ಮಾಡಲಾಗಿದೆ. 3. ಸಂಪಂಗಿ ಕೆರೆಯನ್ನು ಕಣ್ಮರೆ ಮಾಡಿ ಅದರ ಮೇಲೆ ಕ್ರೀಡಾಂಗಣವನ್ನು ಕಟ್ಟಲಾಗಿದೆ. 4. ಧರ್ಮಾಂಬುಧಿ ಕೆರೆಯನ್ನು ಮುಚ್ಚಿ ಅದರ ಮೇಲೆ ಮೆಜೆಸ್ಟಿಕ್ ಬಸ್ ನಿಲ್ದಾಣವನ್ನು ನಿರ್ಮಿಸಲಾಗಿದೆ. 5. ಚಲ್ಲಾಘಟ್ಟ ಕರೆಯ ಮೇಲೆ ಗಾಲ್ಫ್ ಕೋರ್ಸ್ ನಿರ್ಮಾಣವಾಗಿದೆ. 6. ನಾಗಶೆಟ್ಟಿ ಹಳ್ಳಿ ಕೆರೆಯು ಕಾಣೆಯಾಗಿ ಸ್ಪೇಸ್ ಡಿಪಾರ್ಟ್ಮೆಂಟ್ ತಲೆ ಎತ್ತಿದೆ. 7. ಹಾಗೆಯೇ, ಮೇಲೆ ಕೇಳಿದ ಬಿಡಿಎ ಲೇಔಟ್‌ಗಳಕುರಿತಪ್ರಶ್ನೆಗೆ ಉತ್ತರ ಇಲ್ಲಿದೆ ಕೇಳಿ. ದೊಮ್ಲೂರು ಕೆರೆ ಮುಚ್ಚಿ ಅದರ ಮೇಲೆ ಬಿಡಿಎ ಲೇಔಟ್‌ಗಳು ನಿರ್ಮಾಣವಾಗಿದೆ. ಹೀಗೆ ನೂರಾರು ಕರೆಗಳನ್ನು ಹೊಂದಿದ್ದ ಬೆಂಗಳೂರು ಇಂದು ಕೆರೆಗಳಿಲ್ಲದೆ ನೀರಿನ ಕೊರತೆಯನ್ನು ಅನುಭವಿಸುತ್ತಿದೆ. ಕಾವೇರಿ ನದಿಯು ಬೆಂಗಳೂರಿನಲ್ಲಿ ವಾಸಿಸುತ್ತಿರುವ ಶೇಕಡ 50ರಷ್ಟು ಜನರಿಗೆ ಅಷ್ಟೇ ದಣಿವಾರಿಸಲು ಶಕ್ತವಾಗಿದೆ. ಪ್ರಸ್ತುತ ನಮ್ಮ ಮಹಾನಗರಗಳ ದುಸ್ಥಿತಿ ಹೇಗಿದೆ ಅಂತಾ ಗೊತ್ತೇ ನಿಮಗೆ? ಇಲ್ಲಿ ಕೇಳಿ. ನೀರಿನ ಕೊರತೆಯಿಂದಬೆಂಗಳೂರಿನಲ್ಲಿ ವಾಸಿಸುವ15 ಲಕ್ಷ ಐಟಿ ಉದ್ಯೋಗಿಗಳಿಗೆ ವರ್ಕ್ ಫ್ರಮ್ ಹೋಮ್ ಸೌಲಭ್ಯವನ್ನು ಕಲ್ಪಿಸುವಂತೆನೆಟ್ಟಿಗರು ಐಟಿ ಕಂಪನಿಗಳಿಗೆ ಹಾಗೂ ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ ಕೋರಿಕೆಯನ್ನು ಸಲ್ಲಿಸಿದ್ದಾರೆ. ಇದರಿಂದ ಜನಸಂದಣಿ ಕಡಿಮೆಯಾಗುತ್ತದೆ. ಹಾಗೆ ನೀರಿನ ಕೊರತೆಯಿಂದಾಗುವ ಸಮಸ್ಯೆಗಳು ಕೂಡ ಕಡಿಮೆಯಾಗುತ್ತದೆ ಎಂಬುದು ಅವರ ವಾದ. ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಪ್ರಕಾರ ಪ್ರಸ್ತುತ ಬೆಂಗಳೂರಿಗೆಪ್ರತಿದಿನ ಅಗತ್ಯ ಇರುವನೀರಿನ ಪ್ರಮಾಣ 2600 ಮಿಲಿಯನ್ ಲೀಟರ್ ರ್ಆಗಿದೆ, ಆದರೆ ಸದ್ಯಲಭ್ಯವಿರುವನೀರಿನ ಪ್ರಮಾಣ ಕೇವಲ 500ಮಿಲಿಯನ್ ಲೀಟರ್ ನೀರು. 2019 ರ ಚೆನ್ನೈ ನ ಜಲಕ್ಷಾಮ, ದೇಶಕಂಡ ಭಯಾನಕ ಕ್ಷಾಮ ಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ. ಚೆನೈ ನಗರ 19, ಜೂನ್ 2019ನ್ನು ‘ ಡೇಝೀರೋ’ ಎಂದು ಘೋಷಿಸಿತ್ತು. ಪ್ರಮುಖಜಲಾಶಯಗಳು ಬತ್ತಿ ಹೋಗಿದ್ದಲ್ಲದೆ, ಬಹುತೇಕ ಚೆನ್ನೈ ನಗರದಲ್ಲಿ ನೀರೇ ಇರದ ಪರಿಸ್ಥಿತಿನಿರ್ಮಾಣವಾಗಿತ್ತು. ಜಗತ್ತಿನ ಅರ್ಧದಷ್ಟು ದೊಡ್ಡ ನಗರಗಳು ನೀರಿನ ಕೊರತೆಯನ್ನು ಎದುರಿಸುತ್ತಿವೆ. ಸರಿಸುಮಾರು 2.3 ಬಿಲಿಯನ್ ಜನರು ಜಲ ಬಿಕ್ಕಟ್ಟಿಗೆತುತ್ತಾಗುತ್ತಿದ್ದಾರೆ. ಇದರ ಅರ್ಥ ಪ್ರತಿ ವ್ಯಕ್ತಿ ಒಂದು ವರ್ಷಕ್ಕೆ1700 ಕ್ಯೂಬಿಕ್ ಮೀಟರ್ ಅಷ್ಟೇ ನೀರನ್ನು ಬಳಸುತ್ತಾನೆ. ಇನ್ನು ಜಗತ್ತಿನ ವಿಷಯದಲ್ಲಿ ನೀರಿನ ಬಿಕ್ಕಟ್ಟು ಏನೆಲ್ಲಾ ಅವಾಂತರಗಳನ್ನು ಸೃಷ್ಟಿಸಿದೆ ಎಂದು ನೋಡುವುದಾದರೆ, • ಯುನಿಸೆಫ್ ವರದಿಯ ಪ್ರಕಾರ ಜಗತ್ತಿನಲ್ಲಿ ಎರಡು ಬಿಲಿಯನ್ ಅಷ್ಟು ಜನರು ಸರಿಯಾದ ನೀರಿನಸರಬರಾಜನ್ನು ಹೊಂದಿಲ್ಲ. • 2025 ರ ವೇಳೆಗೆ ಜಗತ್ತಿನ ಅರ್ಧದಷ್ಟು ಜನಸಂಖ್ಯೆ ನೀರಿನ ಕೊರತೆ ಇರುವಂತಹ ಪ್ರದೇಶದಲ್ಲಿ ವಾಸಿಸುತ್ತಾರೆ. • 2030ರ ವೇಳೆಗೆ ಸರಿಸುಮಾರು 700 ಮಿಲಿಯನ್ ಜನಸಂಖ್ಯೆ ತಮ್ಮ ವಾಸ ಸ್ಥಳವನ್ನು ಬಿಟ್ಟು ನೀರಿಗಾಗಿ ಇನ್ನೊಂದು ಸ್ಥಳವನ್ನು ಹುಡುಕಿ ಸ್ಥಳಾಂತರವಾಗುತ್ತಾರೆ. ಜಲಬಿಕ್ಕಟ್ಟು ಪ್ರಸ್ತುತ ಜಗತ್ತು ಎದುರಿಸುತ್ತಿರುವ ಬೃಹತ್ ಸಮಸ್ಯೆಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ. ಇದರ ಪರಿಣಾಮವನ್ನು ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪ್ರಸ್ತುತ ಅನುಭವಿಸುತ್ತಿದೆ. ಭಾರತದಲ್ಲಿ ನೀರಿನ ಕೊರತೆ ಮತ್ತು ಅಂತರ್ಜಲ ಕೊರತೆಗಳು ಹೆಮ್ಮಾರಿಯಾಗಿ ಬೆಳೆಯುವ ಮೊದಲು ಎಚ್ಚೆತ್ತುಕೊಂಡು, ಸರಿಯಾದ ಪರಿಹಾರಗಳನ್ನು ಕಂಡುಹಿಡಿದು ಭವಿಷ್ಯದಲ್ಲಿ ಬರುವ ಕ್ಲಿಷ್ಟ ಸಮಸ್ಯೆಗಳನ್ನು ಎದುರಿಸಬೇಕಾಗಿದೆ. ======================== ನಮಸ್ಕಾರ, ಗೌರೀಶ್ ಅಕ್ಕಿ ಸ್ಟುಡಿಯೋ ಒಂದು ಸ್ವತಂತ್ರವಾಗಿರೋ, ಕೆಲವು ಸ್ನೇಹಿತರು ಮಾಡಿಕೊಂಡಿರೋ ಸಂಸ್ಥೆ.
